I. DESCRIPCION
El curso introduce a los estudiantes en el significado de la participacion ciudadana en cuanto a proceso de
negociacion y acuerdo, asi como en lo que respecta a sus consecuencias para la creacion y desarrollo de
proyectos urbanos y sociales y resolucion de conflictos ambientales. En ese marco, este curso permite el
desarrollo de herramientas concretas para dise?ar y conducir procesos de participacion ciudadana en distintos
escenarios.
II. OBJETIVOS
1. Conocer y comprender los principales fundamentos teoricos y epistemologicos de la participacion
ciudadana.
2. Comprender el significado de la participacion ciudadana en relacion a un sistema de gobierno
democratico y el desarrollo de proyectos sustentables.
3. Conocer la evolucion historica del concepto de participacion ciudadana y algunas de las posturas
actuales mas relevantes.
4. Conocer los contextos mas frecuentes en los que se desarrollan procesos de participacion ciudadana:
planificacion urbana, proyectos sociales, manejo de conflictos medio ambientales.
5. Conocer los distintos escenarios en los que se desarrollan procesos de participacion ciudadana con tres
especiales enfasis en el contexto chileno: los planes reguladores comunales, los proyectos urbanos y la
evaluacion ambiental de proyectos complejos.
6. Comprender los principales desafios eticos que imponen los procesos de participacion ciudadana.
7. Dise?ar y conducir procesos de participacion ciudadana considerando el tipo de escenario en el que se
inserta, los actores involucrados y las herramientas apropiadas.
8. Ejercitar algunas herramientas practicas para procesos de participacion ciudadana. (manejo de
asambleas, diagramas, trabajos grupales, tecnicas audiovisuales, participacion en red, entre otras).
