I. DESCRIPCION
     
El curso se centra en el estudio del conflicto armado en el siglo 21. Abordara las causas, caracteristicas y la naturaleza de los conflictos armados modernos. Al mismo tiempo, analizara los desafios relativos al trabajo humanitario en situaciones de conflicto. Los temas a estudiar son: seguridad regional, conflicto armado, terrorismo, derecho internacional humanitario, desplazamiento de poblacion, emergencias humanitarias complejas, procesos de mediacion y reconstruccion en areas de conflicto y operaciones de mantenimiento de la paz de Naciones Unidas. El curso tratara, tambien, varios casos paradigmaticos como:Colombia, Irak, Ruanda, Bosnia-Herzegovina. Afganistan y Haiti. Como parte del curso tambien se estudiaran las caracteristicas y desafios del trabajo humanitario, asi como las organizaciones que se dedican a este tipo de actividad.
                                                                                            
    
II. OBJETIVOS

1. Conocer y comprender las condiciones economicas, politicas, estructurales y culturales que historicamente han generado conflictos armados, tanto internacionales como internos.
                 
2. Adquirir las herramientas teoricas no solo para entender los factores que desencadenan los conflictos armados y las tecticas empleadas por los actores armados, sino tambien para analizar algunas de las consecuencias sociopoliticas de este fenomeno.  
     
3. Analizar la intervencion de comunidad internacional en la resolucion de estos conflictos.
     
4. Estudiar la naturaleza y desafios del trabajo humanitario.    
                                           
            
III. CONTENIDOS

1. La naturaleza del conflicto armado.

1.1 El conflicto armado, nuevas tendencias.

1.2 Conflicto armado internacional.

1.3 Conflictos armados internos; conflictos armados internos y su internacionalizacion.

1.4 Teorias de las Relaciones Internacionales y los conflictos armados: Realismo y Liberalismo;  Constructivismo; Escuela Inglesa.

1.5 Los intereses de la comunidad internacional en la resolucion del conflicto armado, incentivos, practicas de las grandes potencias y potencias regionales.

1.6 Intervencion humanitaria.

1.7 La posicion en torno a la ayuda humanitaria y la intervencion diplomatica de los estados afectados por conflictos armados.

5. Trabajo humanitario internacional.

5.1 El desarrollo historico del trabajo humanitario.

5.2 Trabajo humanitario y derechos humanos.

5.3 El sistema de trabajo humanitario: caracteristicas, desafios, problemas.

5.5 Emergencias humanitarias complejas.


6. Los actores del sistema de trabajo humanitario.

6.1 El Sistema de Naciones Unidas y las Operaciones de Mantenimiento de la Paz, la Oficina del Alto Comisionado de Naciones Unidas para los Refugiados; La Oficina para la Coordinacion de  Asuntos Humanitarios (OCHA).               

6.2 El rol y poder de las organizaciones no-gubernamentales: El Comite Internacional de la Cruz Roja (CICR), Medicos sin Fronteras, Care, Oxfam.

6.3 Organizaciones de derechos humanos y conflicto armado: Amnistia Internacional, Human Rights Watch; Center for Humanitarian Dialogue.

6.4 Think tanks humanitarios: Centro de Dialogo Humaniterio.
